What Is Development Intelligence?

Development intelligence is the practice of systematically gathering, organizing, and interpreting data about construction activity, land-use changes, planning applications, and infrastructure investment in a given area. It goes beyond knowing that a building permit was filed — it connects that permit to the broader context of what is happening around a property, what has been approved, what is under review, and what has been proposed but not yet acted upon.

A permit search returns records of permits that have been filed or issued for a specific address. It is a useful starting point, but it has significant limitations as a research tool:

Limitations and Caveats

Development intelligence is a research tool, not a prediction engine. Several important limitations apply:

  • Data completeness varies by jurisdiction. Some municipalities publish detailed, timely records; others have limited or inconsistently maintained systems.
  • Proposed and approved projects do not always proceed. Approvals can expire, projects can be redesigned, and market conditions can cause indefinite delays.
  • Development intelligence does not constitute financial, investment, legal, appraisal, or tax advice. It provides context for research; it does not replace professional judgment.
  • Source data has varying freshness. A record that was accurate when last verified may have changed since.
